Is this damp?

Hello, can anyone tell me if this is damp (see attachment). I've had 3 damp proofers look at it, 1 said it was damp and he would need to replace beading and re plaster at a cost of £290 + VAT, the other 2 said it's not damp but could be rusted beading. I'm now confused, can anyone help?

It's impossible to conclude anything from that photo. What's the problem; is it dampness around the window. mould growth or just rusty plaster beads?

There's yellowing on the walls around a window.
