Is this dropped sash DIY’able? (Hinged window) (Ed.)

My bathroom window isn’t closing properly. I think it’s because the underside of the hinge is catching on the track built into the frame. You can see from the photo where it’s left a mark.

Bearing in mind I have rivets into aluminium and not screws, how can I potentially fix this, or is it a job for a pro?

I considered putting a small dent into the track to give enough clearance. Not ideal but should make the window close tightly.

You can cure that by toe and heeling but it's externally glazed so will need to be done from outside
 
So, I looked into this. Called to window repair specialists. One quoted me a price over the phone, something like £150 per window. The other came round and told me they're not repairable because they're riveted hinges in aluminium and would only give me a price for a new (PVC) window. Is it even worth getting more quotes?

Why can’t they be drilled out and re riveted?

I don’t know the answer, but that’s how they were fitted originally
 
And that's if it even needs hinges, IMO it probably just needs toeing and heeling
 
Toeing and heeling doesn't involve touching the hinges, try these guys, I'm not affiliated to them whatsoever but being a service engineer myself I do get to speak with others in the game, if it just needs toe and heeling then you don't touch the hinges, if it needs hinges these can be changed, granted a bit of a faff being riveted but so what, either way it doesn't need a new window
