Is this restraint strap acceptable?

Still got to put the noggins in obviously, but I can't run it vertically plumb because the diagonal bracing is in the way ...

No. There is potential for the strap to flex.

It needs to be fixed on top of a 4x1 which in turn is fixed over at least three trusses. Normally it would be fitted to one of the horizontal braces, which are half way up the pitch so maintains the 2m maximum spacing.

You could add noggins to any already fitted, instead of ripping them out.
