Is this suppose to be used for wire access

I bought a slim line LED batten which has two holes for screwing into the ceiling. It also appears to have a pre-broken hole for easier access to connect to the wiring.

Am I correct in thinking that I should be able to remove the circular plate to thread the wires through?

If that is its purpose why did the hole need be covered when the others didn't and it appears to need a lot of force to break it open.

It's a standard 'knockout' It's not always used, so you would only knock it out if you wanted to use it. It saves having to drill the fitting on site. You will find them on many metal accessories.
