Is this tree diseased?

A few giant trees in the park just beside me blew over during a recent storm, and this one just over my boundary wall is bothering me as it looks a bit rotten. All green mouldy looking with some broken branches.

Does it look diseased? Hoping I can petition the council to get it taken down before it could fall on my house! If could say it looks diseased it may strengthen my case.

Looks like a Beech tree with a few Pines behind. Its normal for trees to have green on them like that, especially on the Northern side shaded from the Sun . Id be more concerned if there were fungi growing around the trunk.

The tree does not look diseased. I would sent the photographs to the council pointing out the broken branch and asking for appropriate action.
