And in exactly the same way as I think you are wholly wrong to shrug your shoulders and say "I have no moral or professional or civic duty to report a crime, it's nothing to do with me", I think it would be wholly wrong for me not to criticise you for it.

I had a hound once that took a pee up against a cattle fence, the look of reproach he gave me. Couldn't stop either because the bladder control had gone with the shock.

Never having done it, nor knowing anything about how to do it, I have to wonder, is there not a fire/electrocution risk with tampering with the meter or whatever to steal electricity?

If a sparky does a job, signs off, and there is a fire or someone dies, is it not obvious the tampering was in place when the sparky did the job?

Would the sparky then not be found liable for not reporting it and or making it safe?


Is there not just the crime implication, but the safety implication to consider? Or is this sort of thing as safe as houses, and totally fine to leave in place with no risk?

If there is a risk, does the customer even know the risk is present, someone else, a previous owner, or another tenant, or family member may be doing this without the owners consent - surely at the least the sparky would have a obligation to point out that the theft is taking place and explain the risks - at the very least?

Yes, I would say both.

Not really, the tampering could have been removed before the sparky did the job and re-instated after they have left.

It depends wether or not it was in place when the sparky was there, and wether anyone could prove it was in place when the sparky was there and they were aware of it. An normal household electrician is not allowed to work on DNO equipment i.e. the meter and cutout so making it safe isn't their place.

When the household changes hands and or when the leccy meter is read I bet the meter reader would notice that.
