Junction Boxes v Strip connectors

When connecting domestic lighting cable is there a general rule when to use which eg strip connectors when under floorboards and JBs when more accessible (for safety reasons)?

I always use a junction rose secured to a beam but I can't remember what the 16th Ed. has to say on it. I'm sure one of the others who is more up to date will tell you.
 
the lates regs (acording to previos mentions on theses froums suggest you use neither, but crimp connectors instead.

but i would suggest you use connectors if it is in a box (light fitting, weather proof box etc) and junction boxes every where else.

this way no one can touch any terminals (as in choc bloc) with out opening something first, in which case it is their own fault
