A ceiling pendant has 2 conductors and no earth. Some new (non pendant) fittings don't have an earth, whilst others do?

Why is that?

A standard insulated ceiling rose has an earth terminal to connect earth wires together, but the rose or lamp holder themselves don't need an earth connection.

Other light fittings are classified as either Class I or Class II.

Class II (or double insulated) fittings do not need an earth connection and indeed could be made dangerous if connected to earth.
The symbol for these fittings is a square within a square.

Class I fittings require an earth connection.
