I must be going mad, the neutral comes in and splits to the boiler and the BDR91, but the live comes in directly to the BDR91 then to the boiler doesn't it?

Yes... But look inside the bdr. Between the L and the L

So are you suggesting that the link between the L's are not switching, that is a straight through live connection to the boiler?
