It amazes me how we in the U.K. grant humanitarian leave to remain for overstayers on the basis that there is no NHS in their home country while others even so called liberal countries chuck people out.
I can’t find any evidence that shows need for NHS treatment is a direct grounds for Humanitarian Protection or Discretionary Leave to Remain in the UK.

Either there is another reason for their HP being granted or it has been done on a discretionary basis and probably rare.

So 15 of them had valid visas.

So the vast majority of them were legally there.

So the attack could still have happened
