I can’t find any evidence that shows need for NHS treatment is a direct grounds for Humanitarian Protection or Discretionary Leave to Remain in the UK.

Either there is another reason for their HP being granted or it has been done on a discretionary basis and probably rare.

And once again: I never said visa overstayers should not be made to leave, they should. In the U.K. we have something like 750,000 visa overstayers, mostly students that never left. I assume most of these people are working and have an NI number, why is their visa status not linked?

These visas were used for business or pleasure.

The hijackers were within their authorized period of stay when they carried out the attacks

So 15 of them had valid visas.

So the vast majority of them were legally there.

So the attack could still have happened
