I’m-having-a-new-kitchen-fitted-by-a-council-subcontractor…My-concern-is-about-the-floor…It-is-asphelt-floor-which-has-been-screeded-with-rubber-substance-and-tiled-but-there-is-an-area-of-5’*2’,-next-to-the-wall-that-is-pretty-much-rubble,below-the-asphalt-level..The-works-supervisor-said-the-were-going-leave-this-area-because-it-will-be-covered-by-kitchen-units-and-it-will-not-be-seen..Anyway-I-they-have-filled-in-2/3rds-of-this-area-but-they-don’t-want-to-tile-it…Can-you-offer-me-any-advice-before-they-fit-the-kitchen-units…..

It is not usual to tile under kitchen units, since as you have already been told, the area won't be seen.
Putting any floor covering there will just be a waste of money and time.

It IS usual to put a space between words in a sentence, rather than a hyphen. This makes it much easier to read.
 
Though-thought-there-might-be-future-damp-problems-with-base-of-floor-not-prepared-properly....
