Never had this problem before... Judging by its condition, looks like decades of tenants have just given up on the problem or more typically never noticed it. My wife and I always seem to be the ones who end up replacing or repairing things in apartments.

The white part that looks shiny is leaking very slightly at the side. Is there a simple way to fix it? Is that a known replaceable rubber/silicone part? I've tried tightening the screw on the inside of the sink, that doesn't seem to be working.

Just replace waste overflow.
If it's a struggle just remove sink.
I could never get in without difficulty.
People don't aggre but I used to just take sink out and sort out.
Unscrew waste.
Remove tap tales
Remove sink clips

Lift out and repair sink

That shiny white part is just the overflow cover, and behind it there is a foam or rubber washer that the screw pulls up tight. If tightening the screw does nothing the washer is perished, or the plastic underneath has a hairline crack. You can sometimes find just the washer, but a whole new overflow is cheap and usually quicker. Little smear of silicone on the new washer before it goes on never hurts.
