Is there any purpose to this?

I could now say "OK - define satisfactory, enough, adequate", but we could go on like that forever, and get nowhere.

Of course words are defined in dictionaries, but that isn't the point. In the context of "competent to issue EICs", there is no specific definition of "competent" given in any laws or regulations.
 
PDElec, you have to understand that B-A-S is trying to point out that in a court of law, some things have to be defined exactly.

Dictionary definitions are not what a court looks at. There has to be a legal definition.

There isn't an exact definition for a "competent person".

You could successfully argue that many years of experience makes you competent. Or that you hold relevant City & Guilds qualifications.

One of the failings in Part P is the lack of these definitions.

The certifying bodies (NICEIC/ECA/NAPIT etc.) all have different standards for acceptance into their scheme.

Each has a different view on what is a "competent person" as far as their scheme goes.
 
And from what I gather Walsall's definition is

Pay out loads of money to organisations or our organisation and then we class you as competent. Dick Turpin springs to mind

It hinges on "e.g." would they accept as competant (to issue a test certificate) a non-member of ECA/NIC but who happened to have city and guids qualifications, and/or many years experience -in that case they are OK, just misleading. If they meant 'paid up scheme memebers only' then they are on thinner ice.
