Lack of Earth

If you don't have an earth, and if you are getting shocks from your appliances, the landlord is not fulfilling his duty of care towards you as his tenant (and likely his other tenants by the sound of it). I think you would be entitled to go to the Health and Safety Executive for advice and possibly action. The rules for the landlord's duty of care come under the Electricity at Work Regulations, if my memory serves correctly, which makes it HSE territory. One occasions when 'elf and safety really does come into its own.

See your local environmental health officer. There may be a registration scheme and there may be information / notices / etc on the property . Ask for an inspection as a matter of urgency. A defective electrical system makes the property unfit. The Council can get a proper inspection by an electrician and serve a Notice either to cease use of the property or to force the landlord to have a proper repair job done.
Write down what you've done. If you've not already written to the landlord do so now - you don't have to wait for a reply before seeing the EHO.
Keep a diary of what happens starting now.
