Leak near stopcock

Hi, me again.

I've just found a drip behind the attached photo where the house stopcock sits. I remember the plumber coming to do the boiler last month commenting that it was unusual.

Its coming from behind the plastic but has been goign on fro a while as the plasterboard is wet through. I can't get into it as its got one of those torx keys with the holes in the middle.

Is this something that can be fixed by a simple DIY'er (if I can get my hands on a replacement) or is it a specialist install?

Before anything else, find out how to turn the water off up the line - outside, maybe inthe pavement.
Is this some form of self powering stop cock ? How does it work ?
 
It's just the lever in the left hand side that's the stopcock. Just thinking about it now the water meter is on the other side of the wall.

Is it there responsibility?

Mostly, water meter is located outside and the householder is responsible for the pipe from his boundary in.
If the leak is inthe meter or one of its immediate connections , its worth calling the water company. I think they always own the meter.
