Leaking back-to-wall WC at connector.

With a back-to-wall WC are there models where the flush pipe holds any water? I thought that other than when the flush mechanism is in use the flush pipe remains empty. There is a continual leak from the (manufacturer’s) rubber connector that joins the flush pipe to the back of the pan. Upon removing the cistern, but leaving the flush pipe connected to the pan, it is found to contain water. Does this sound normal or is there a possibility of a blockage somewhere beyond the flush entry to the pan. There is certainly no evidence of a blockage when the flush is used. It is one those flap valve type operated by a cable push-button affair. Thanks for any help.
