Leaking eaves felt

The eaves felt has rotten and leaking water in during heavy rain. Would water run down inside the cavity until reaching groundfloor level ceiling and lintels? The inside of groundfloor dining is seeping water at ceiling and window, directly below where the felt is leaking. There is no obstruction in the cavity until reaching the groundfloor. Is this reasonable to think this is what is happening? See image for rotten felt in relation to location of water leak inside house and conservatory.
