leaking tap

please help first i had a leaking bath and had a shower in my kitchen now i have had to switch my water off cause the kitchen tap will not turn off

....

the tap turns but nothing happens...i have taken the cover off and there is a brass fitting underneath i have tried to turn it with a spanner but nothing is happening can anyone help

You can buy tap revivers for approx £10. Not worth messing about with old taps.
Have a go changing them yourself if you are confident. Not a lot to it
