levelling ground to block pave

In order to block pave my front garden flat i'd have to grade down a lot of turf.
This may bring me very close to the foundation depth of the house, i'm not entirely sure if its a good idea to do this. Can someone please advise.

When you say foundation depth do you mean top of footings or bottom?
