Liability

A friend's girlfriend is having the builder back to one of his new builds, to fix defects including a leaking roof. Someone has told her that she might be liable if he injures himself due to failing to comply with working at height regulations (no scaffolding). I assume I can reassure said friend that she won't be, and it's down to the builder?

She has no liability for any employment related regulations if she is just a home owner
