Need to gain access under floor boards to install pipe work for new shower, however the floor is ¾ chip board with the walls built on top preventing me from lifting them. My question is how can I cut them safely as I am unsure what pipes and cable there might be under them.

very carefully with a circular saw set to the depth of the chip board
Good advice there, but may I add, if you can cut with a slightly angled blade, you may be able to glue down again using the 'cut-out'. (thick paste glue)
