Light Flickering

Over the last few weeks the back room light has started to flicker in the morning between 07.30 and 08.00 hrs.
Could this just be due to power supply interuptions at peak times?
Have energy saving bulbs with no dimmers.

House last re-wired about 15-20 years ago.

That needs investigating promptly. If its a loose connection the cable is likely to be damaged by deferring remedial action.
