I'm thinking about likely EICR results, which do matter to me.
BS 7671:2008 said:
411.3.1.1 Protective earthing
Exposed-conductive-parts shall be connected to a protective conductor under the specific conditions for each type
of system earthing as specified in Regulations 411.4 to 411.6.
Simultaneously accessible exposed-conductive-parts shall be connected to the same earthing system individually, in
groups or collectively.
Conductors for protective earthing shall comply with Chapter 54.
A circuit protective conductor shall be run to and terminated at each point in wiring and at each accessory except a
lampholder having no exposed-conductive-parts and suspended from such a point.
As
@flameport said this has been since 1966, now as far as an EICR goes, there should be just 3 codes of interest i.e. fail, Code FI and Code C1 not really interested with, it is Code C2 = Potentially Dangerous, without a label likely would get C2 the label
may mean it passes, the
electrical safety council best practice guide states
Absence of a circuit protective conductor for a lighting circuit supplying items of Class I equipment, or connected to switches having metallic face plates
as Code 2 which seems to imply if Class II equipment it is not Code 2.
It states under "Non-compliances with the current edition of BS 7671 that do not give rise to danger and do not require reporting" "Protective conductor of a lighting circuit not (or incorrectly) terminated at the final circuit connection point to a Class II (or insulated) item of equipment, such as at a switch mounting box or luminaire." so it does seem you may get away with it.
However read this forum and you will see many don't follow what the Electrical Safety Council says, so if you want a pass with an EICR then
There are two ways to do electrical work - properly or not at all.
If you need an EICR then we must assume it will be rented, and really you have no option, follow what
@flameport has said, either don't touch it, or do it proper.
Once you write out a label or a minor works certificate you are telling everyone you know it is not right, but you are doing it anyway.
