I am planning to replace a standard ceiling rose type light with 12v LED downlighters, do i need to notify or is it exempt as only 12V?

Unfortunately for you, this work is not exempt.

and i hope you realise what a mistake using led lights as your primary light source is, i would consider using 11w megaman gu10's.
