Lighting switch advice

Can anyone advise on the following.
I have 1 switch at bottom of stairs and. Double at the top, the top switch operates the landing light and use to operate a wall light (now removed). The bottom also operates the landing light.
I have a single and double to fit upstairs but can't figure it out (since decorator remove it).
Any help would be much appreciated

But really you should get the decorator to put them back - he removed them. Or if he doesn't feel competent to do it then he should pay for an electrician - he removed them.

The decorator must be bad or very lazy to remove any switch.

I'm not a decorator but I can cut in round a switch.

I always completely remove switches and sockets when papering or painting rather than trying to work around them.

But I do put them back afterwards.

I am missing something in this.

Are you just replacing the switches that were taking off, or fitting new ones?

But then you say

What is the extra upstairs single switch supposed to do?
