My latest (green) OSG says exactly the same as the 14th Edition Regs.

Exactly my point. As I said, the OSG seems a little 'behind the times' - whilst an assumption of 100W per lamp holder was probably not unreasonable (as a 'worst case') in 1966, the world has changed somewhat in the subsequent 51 years!
