lined chimney removing cowl

I have a lined chimney and am trying to remove the cowl from the pot. However it seems to be sealed to the lining - either it is sealed of the tar build up has stuck the cowl to the lining. If i pull really hard I can feel the whole lining shift. Is the cowl normally sealed the lining? And if so how are you supposed to remove it?
