lining paper over blown vinyl?

I have been persuaded to replace an emulsioned blown vinyl (minimal blow, minimal vinyl) with emulsioned lining paper. I'm reluctant to remove the emulsioned blown vinyl because I suspect that half the plaster will come off too. Has anyone any experience of putting lining paper over blown vinyl? Would two layers of lining paper be sufficient to hide the minimal 'blown' effect?

Total waste of time, money and effort
 
Hi Zampa, Could you add just a little more detail? What is a waste of time: replacing blown vinyl with flat lining or putting the lining over the blown vinyl? Thanks. Steve

I will agrre with Zampa because the lining paper will only stick to the high spots of the vinyl below it.... if it sticks at all. Two ways of doing it are ..
1/ dry strip the surface of the blown vinyl to leave the backing paper, this should be quite easy. Gently sand the surface of the backing paper and cross line over that.
2/ strip it all off and repair any damage to walls etc. reline the walls and either paint or repaper with finished paper. More work, prob cost a bit more but you will have a better job!
