Lining paper peeling off ceiling above radiator.

We have a tall narrow rad in the hall (her idea not mine) and right above it there's a join in the lining paper on the ceiling. The paper keeps coming off; I've tried re-pasting it but it just comes off again.

Could I stick it back with watered-down PVA?

I'd also roughen the surface you're sticking to if you can, to provide a key for the glue. 80 grit paper should do it I'd have thought.
