So do you believe that it is 'wrong' to have a fused spur from, say, a ring final circuit? With such a spur, you would usually have a 13A fuse in the FCU and quite possibly a 13A fuse in a plug which was plugged into one of the sockets supplied by the spur?
I agree that, with such an an arrangement, there is no telling which (or both) fuses would operate in the case of an over-current situation, but that doesn't make it 'wrong'.
On the other hand, to remove the FCU if it does happen to be a fused spur (for good reason) definitely would be wrong.
But you must prove it was installed wrongly first. I would consider removing a protective device from a circuit for an isolator, could in fact introduce a potential dangerous occurrence.
