Live on electric fire heat sink (pic)

I have these 230v fires fitted in France and all are working fine but I am getting a multimeter reading of anything from 90v to 115v between the aluminium heat sink fitted to each element and earth. This may be another stupid question, but is that correct? Thanks.

I take it they isolated from the earthed metalwork? Maybe just a a little bit of induced voltage which can be measured with a high impedance multimeter.
I take it they are well inside the heater when in use?
As with most things you may be better getting someone who is familiar with this appliance and your local regulations to have a look.
