load resistor burnout in heatpump control panel

I have a Neura heat pump which has a 33r 6w load resistor. the resistor burnt out for no apparent reason. The local power supply was out for some hours and when the power was switched back on, the resistor burnt out. Would a power surge cause this to happen?
