I can see it is possible to get a thin screwdriver in and undo the dolly, the plastic ones can be removed from some MCBs such as telemechanique without undoing the lock too. For someone to do this though and energize a circuit with someone working on it would have to be looked upon as malicious.

I agree with Spark123. The locking system is not designed to resist tampering, it is designed to stop the inadvertent re-energising of the circuit whilst work is in progress. If someone is going to stand there with a small screwdriver circumventing the lock they are deliberately trying to re-energise it whilst its being worked on. If someone wants to get you that bad, they'll find a wayaround any device.
