Loft hatch installation

I have a very small loft hatch and want to install a young man s line. The thing that is currently stopping me Is that part of the roof rafter is attached to the joist. Looking at the layout of roof designs I don't think it should be there. But any advice would be greatful. If it is meant to be there then how would I go about installing hatch in that area? Often put in to help support ceiling joists and, (I've heard), they help to stop twist in the ceiling joists as well. My first and second houses had them every other joist so not unusual.

I presume 'young mans line' should be Youngmans ladder?
