Loft insulation, should I insulate the roof in the loft ?

Late 60'S Dormer house with a loft which has been boarded out with relatively new (less than 10 years old) insulation under the boards.

The loft doesn't get damp inside but does get cold compared to the rooms below.

Is it worth insulating the loft roof with something as at the moment its just the beams and felt with the tiles and there are several points where I can feel a small breeze coming in when its windy.

I did do a search but got a lot of conflicting information.
 
You can top up the insulation to 300mm to where it is not boarded, don't block the eves, but otherwise leave the loft as it is, it needs to be breezy for good air flow.
