Is Building Control supposed to ensure that a new build is properly insulated before issuing a certificate of completion?

I recently discovered that the floored area of my roof space was never insulated.

Do I follow this up with the builder or does Building Control have any responsibility?

Does the specification require insulation? Probably but you need to check

Who performed the building control function?

Anyway, chase the builder, or NHBC if they are involved

The BC function is given to the developer so they always are compliant even when they are not. This is the financial benefit of the scam that is competent person protection money. NHBC won't help you either.
