looking at CCTV on TV

I have CCTV installed in the house, it records 24/7 i can check outside on my phone and the tablet, is there an app i can download onto my smart TV so i can see outside?

if its android then you can download android apps. Otherwise get a cheap android box and you could use that.

My cctv is in the loft. Presumably there is an HDMI output on your dvr to view the cctv on a monitor? I ran a 15m HDMI cable from the dvr unit to the tv in the lounge and then I just switch to HDMI 3 on the TV to watch outside. I can also control it from the lounge by using a cordless mouse.
