Lower Water pressure from a spring supply

Hello.

Could anyone give me any advise on boosting my water pressure.

My water is supplied via a spring and feeds 2 properties.

Currently i have the following installed: ( in a kitchen cuboard )

1 Pressure system ( it looks like a compressor ) with a blue tank underneath a motor.
This is connected to the incomming water supply via a 15mm pipe.

the supply is 0.5 bar

There is no break tank and i am not sure whether i need one or not?

Is a break tank just to conform with the law or is it something that would help?

All of the above seems to work ok at about 1.5 bar but it is very very noisy. pump on and off if you run a tap or flush the toilet.

I am looking to replace or upgrade the system to one that isn't noisy.

Could any body offer any advise on the set up i should really have for my situation.
