luke warm radiator

Hello I've recently had a completly new system installed and only just noticed one of the rads is only luke warm
I have tried bleeding it but it seems fine and altering the trv
the rad is roughly in the middle of the system
does this mean the system needs balancing or should i call the engineer
back

the boiler is a valiant ecotec plus28

Check that the lockshield valve is open, and the TRV is on full.....if still no difference, turn other rads off one at a time, and see if that restores things.
