Luke warm radiators

Just b4 Christmas I had a problem with my combi boiler - Halstead High Ace. Only got hot water when the heating was on.

I am a complete boiler novice but ok with a spanner and screwdriver and got some advice that it may be my diverter valve. I changed the diaphragm and hey presto - hot water, on demand without the heating being on too.

My problem? since doing that my radiators are now only luke warm! The ones nearest the boiler (upstairs) are quite warm to the touch but downstairs they are barely warm.

I did get the inner service valve kits but did not replace them (sale or return) and I thought the replacing of the diaphragm had, on its own, sorted my problem out.
I have bled all the air from the rads but still no joy.

Should I replace the inner valve kits to the diverter?

Has my pump locked up (but I do still get hot water - upstairs and down)

Any help would be appreciated
