Is he using the CU earth rail as the MET? Maybe better to go for a separate MET in that instance.

54H is for main equipotential bonding conductors. It is not correct for the main earthing conductor. For the size of the main earthing conductor you need to consult table 54G. You should also contact your network operator as they may have additional requirements.
