Been to a house today which seems to be supplied with 16mm earth from next door! It has no clamp for TN-S or no PME supply. Would it cost for supply company to supply an earth or is it a case of putting a clamp on the lead sheath of supply cable, which indicates to me it was a TN-S at some time and its fell/been taken off

You are not allowed to fit a clamp to the incomming cable, and besides which it is not forced to be earthed anyway. It that you have a sub-terranian TT supply, and the DNO have deliberatly not provided you with an earth terminal.
The best thing would be to write to or telephone your DNO, and ask them it they could provide an earth terminal. The may also PME the supply at the same time.
The cost varies between DNOs, but I beleive the average is ~£60
