In the photo the mains is coming through the black rectangular box at floor level ... there are some old dead cables to the right in a white trunking.

Above the black box is the main stopcock ... is this a problem and what can be done about it?

Helpfully there is also the gas supply coming in and the gas isolation valve off to the right. It's a bit choka.

I questioned something similar in a commercial property and the electrician said it's ok.
He seemed very professional and his work looked very neat.

Its not ideal but its not a massive concern either.
The main potential hazard would be if the stuffing gland failed on the stoptap & dripped onto the incomer.
This won't happen from old age alone, those glands usually start to drip if the tap is operated after 10 years unused.
Solutions- keep an eye on it. If you'rereally worried stick a gutter under the tap (so if it does drip it doesn't drip on the incomer
