We're not talking about that are we.Most? This was specifically in response to being arrested and thrown in jail for not carrying identification papers.
By law at the moment, if you've done nothing wrong and the police have no reason to give to arrest you, you don't need to disclose who you are or what you are doing. Making it compulsory to carry ID possibly changes this. This is not a good thing. And it is not going to reduce immigration or illegal work, so the government are lying about the reason they want this.
For a start it's a digital ID so you don't need to carry it. Nor has anyone said that you'd have to provide it when requested.
And again, most countries in the rold do require you to carry ID i believe. France for example requires it AFAIK.
