Marks appeared on new build roughcast

Hi, i'm wondering if anyone could give me some pointers about these marks that have appeared under by bathroom window. I am in a new build that is 9 months old, and this side of the house has been getting battered by rain over the last 3-4 months. The builders are coming out to look at it on friday, but from past experience, they try to avoid admitting liability and say it is something that I have done and to do a claim through my house insurance.

I just need to sort of know why this is happening, so I dont get fobbed off.
