Measuring transformer voltage

Hi, I am having some problems with low voltage downlights and am trying to check if transformers are working.
I have a digital multimeter that is recording 240v input but between 0-2v output, but should this be 12v.
I have measured transformers that i know are working and i still get this reading of 0-2v.

I am measuring on L-N Voltage.

downlights aren't generally powered by a transformer, it's a switched mode power supply..
with no load they cut off the output..

Best way to check the output, is with a known working lamp in a good lampholder,connect it direct to the output.
