Would two 50W 12V downlighters fed from one transformer (240V input, 12V output, 65VA output power) meet safety regs?

VA roughly equals Watts.. so a 65VA transformer can run up to 65W of lighting..

so what do you thinnk?

50 + 50 > 65?
 
that'll be a no then...

You could use a 105vA transformer though. Just ensure the lights aren't tooooo far from it, or you'll have a problem with voltage drop, which will affect the brightness of your lights

Also, selecting the correct size transormer is only a very small part of the work you need to do to meet the 'safety regulations', by which I assume you mean BS7671 17th Ed. Wiring regs and applicable building regs.
