Membrane or no membrane?

Hi all
I’ve seen mixed opinion on this.

solid block wall, retaining soil. I will be covering in vertical batten and cladding with treated timber.

should I membrane behind the batten? Objective is to protect the blockwork from any harsh weather, prevent mould growth etc.

is yes - can I get away with non-breathable membrane (so much cheaper) or do I need the breathable fabric?
