where do you get metal banding. i.e the stuff they use to wrap around the covers of lamp posts etc? also, whats its proper name?

is it "strapping" you are looking for, the type used to band product onto pallets ?

this is available (in bulk) from packaging suppliers

you will need the strapping, special clips and a tensioning/cutting device
